Edward Byrne Memorial State Justice Assistance Grant (JAG) Program (FY 2008 State Solicitations)
The U.S. Department of Justice, Office of Justice Programs' Bureau of Justice Assistance is pleased to announce that it is seeking applications for funding under the Edward Byrne Memorial Justice Assistance Grant (JAG) Program. This program furthers the Department’s mission by assisting state, local, and tribal efforts to prevent or reduce crime and violence. The FY 2008 state solicitation applications are due January 31, 2008. The FY 2008 local solicitation has not yet been released. Applications must be submitted via the Office of Justice Programs Grants Management System (GMS).

The Edward Byrne Memorial Justice Assistance Grant Program allows states and local governments to support a broad range of activities to prevent and control crime and to improve the criminal justice system. JAG replaces the Byrne Formula and Local Law Enforcement Block Grant (LLEBG) programs with a single funding mechanism that simplifies the administration process for grantees.

Department of Homeland Security Releases REAL ID Grant Application Guidance
The U.S. Department of Homeland Security (DHS) has released grant guidance and application kits for states in preparation for REAL ID implementation. REAL ID addresses a core 9/11 Commission finding to enhance the security, integrity, and protection of licensing and identification systems nationwide and was mandated by the U.S. Congress.

The Fiscal Year (FY) 2008 REAL ID Demonstration Grant Program will provide $31.3 million for checking motor vehicle records in other states to ensure that drivers do not hold multiple licenses and for verification against federal records, such as immigration status. States competing for the REAL ID Demonstration Grant are encouraged to submit proposals. Submissions should describe how states would be able to use, modify, or transfer a personal identification verification system or established architecture that is designed and developed through federal funding. Department of Transportation's Motor Carrier Safety Assistance Program (MCSAP) Grant Opportunity
2008 Motor Carrier Safety Assistance Program (MCSAP) High Priority funds will be awarded at the Federal Motor Carrier Safety Administration's discretion for critical national commercial motor vehicle safety initiatives such as improving the quality of State safety data, high visibility traffic enforcement activities, public information and education, enhancements to State training, hazardous materials safety and special research efforts, and innovative State-specific efforts that have the potential for nationwide implementation. GMS On-line Training Tool
The Department of Justice Office of Justice Programs has released a Grants Management System (GMS) On-line Training Tool to assist grantees in administering their awards through the GMS. This On-line Training Tool provides step-by-step instructions to complete various functions within GMS, as well as the administrative policies associated with Grant Adjustment Notices, Progress Reporting, and Closeouts.

U.S. Department of Transportation DOT/Federal Motor Carrier Safety Administration FY 2008 Border Enforcement Grant Program
The Department of Transportation has made available a $32 million grant program to entities1 and states that share a land border with another country for carrying out commercial motor vehicle safety programs and related law enforcement activities and projects. The objective of this grant is to ensure motor carriers operating commercial vehicles entering the United States from a foreign country are in compliance with commercial vehicle safety standards and regulations, and registration requirements of the United States, and to ensure drivers of those vehicles are licensed to operate the commercial motor vehicle. Interested applicants must apply online at http://www.grants.gov.

1 The Federal Motor Carrier Safety Administration has determined that an entity includes any political subdivision of a State that shares a border with another country or any other organization that carries out border commercial safety programs and related enforcement activities or projects consistent with established Federal priorities and criteria.
